for Communities and the Environment
The Staff of the Rose Foundation
President, Program Director & Co-Founder, Jill Ratner
Ms. Ratner is an attorney specializing in environmental and financial law. She serves as the President, General Counsel, and Program Director of the Rose Foundation and directs the New Voters are Rising Project, a non-partisan voter registration and outreach project that reaches out to low income people of color. Before co-founding the Foundation in 1992, Ms. Ratner organized a multi-cultural recycling advocacy coalition in the Los Angeles area, effectively moving the City of Los Angeles to implement a curbside recycling program, and previously was an associate at the Los Angeles law firm Irell & Manella. She is a member of the Advisory Council of the Foundation Partnership for Corporate Responsibility, and the California Coalition for Investor Responsibility. Former appointments include the Los Angeles City Environmental Quality Commission, LA City Solid Waste Advisory Board, and the Boards of Communities for a Better Environment and Californians Against Waste.

Executive Director & Co-Founder, Tim Little
Mr. Little directs the Foundation's grantmaking programs and its Environmental Fiduciary Project, which encourages fiduciaries to incorporate environmental factors into prudent portfolio management. Mr. Little formerly directed Los Angeles' Coalition for Clean Air, and served as a founding steering committee member for UCLA's Certificate in Air Quality Management Program. Prior to that, he coordinated fundraising and public outreach for Heal the Bay and Communities for a Better Environment. Mr. Little is accepted by Congress' Government Accountability Office as an expert on corporate environmental disclosures and has co-authored a series of publications related to fiduciary responsibility and corporate environmental performance, including: "The Environmental Fiduciary: The Case for Incorporating Environmental Factors into Investment Management Policies" (2002), "The Gap in GAAP: An Examination of Environmental Accounting Loopholes" (2003), and "Fooling Investors and Fooling Themselves: How Aggressive Corporate Accounting and Asset Management Tactics Can Lead to Environmental Accounting Fraud" (2004).

Managing Director, Karla James
Ms. James coordinates the Northern California Environmental Grassroots Fund and provides accounting, publishing, research, administrative and technical assistance to the Foundation. Her experience in small business management includes founding and managing a whitewater rafting company in Montana. She also taught government and history at a Quaker high school and has volunteered for Copwatch, a civil rights police accountability group in Berkeley.

Program Associate, Elizabeth de Rham
Ms. de Rham leads sessions with the youth of New Voices Are Rising and is helping to plan future directions for the program. A Stanford graduate with a degree in Urban Studies, Elizabeth has worked previously with West Oakland’s Ditching Dirty Diesel Collaborative, Youth Engaged in Leadership and Learning (YELL), and Business United in Investing, Lending, and Development (BUILD).

Development Associate, Robyn Herr
Ms. Herr provides administrative and development support for the grantmaking and fundraising activities of the Rose Foundation.  Before joining the Rose Foundation, she was the program administrator for the Partnership for the Public's Health's "Healthy Eating, Active Communities" program.  She is also active in various arts and faith-based organizations.

Intern, Anya Diamond
Ms. Diamond assists with a number of back-office tasks, including completely revamping the filing system, and is probably the only person in the office who knows where everything is. She is a student at Oakland Technical High School.

Intern, Martine MillerE
Ms. MillerE provides administrative assistance to the Grassroots Fund and New Voices Are Rising. She is a home-schooled high school student who also attends classes at Santa Rosa Jr. College.
